Boemerangbeleid beschrijft een onderzoek naar de aard en oorzaken van hardnekkig beleidsfalen op de beleidsterreinen passend onderwijs en jeugdzorg. De auteur breekt een lans voor een langetermijnperspectief op de ontwikkeling en uitwerking van beleid, en bouwt dit perspectief op vanuit de institutionele theorie. Aan de hand van een viertal ‘historische narratieven’ worden plausibele hypothesen afgeleid over de (ver)wording van het passend onderwijs- en jeugdzorgbeleid in ons land. Hierna volgt een nauwgezette reconstructie van de beleidshervormingen die zich in de afgelopen vier decennia hebben voltrokken. Dit leidt tot een even prikkelende als verontrustende conclusie: hervormingen worden primair ingegeven door de onbedoelde gevolgen van de daaraan voorafgaande hervorming. Beleid werkt als een boemerang. Het onderzoek sluit af met een reflectie op de wetenschappelijke en sociaal-politieke betekenis van dit inzicht.

Homelessness is a punishing condition that inflicts unquestionable harm on those who experience it. It is also a social problem that starkly lays bare deep societal failure. To be homeless is to face daily victimization, to be a recipient of someone else's care and to have autonomy taken away.
